A proposal for the Government of Ghana
The diaspora is coming home. Nobody is recording what they can do.
Thousands of people of African descent have moved to Ghana in the last decade, and many more intend to. Among them are surgeons, structural engineers, master electricians, maths teachers, aircraft mechanics and auditors. At present a returning anaesthesiologist and a returning tourist are recorded identically: as an arrival.
This registry records the skill. It puts a structured, searchable record of declared professional capability in front of the ministries that are short of it, and shows each person where their particular competence is actually needed.
How it works
Four steps, and a human decision at the end of them
01 A guided intake
You describe what you do in your own words. The questionnaire reads that, proposes a profession, years of experience and specialisms, and then asks you to correct it. Nothing is inferred and stored without you confirming it.
02 Classification
Your record is placed in one of fourteen skill clusters, each mapped to the ministries that carry that portfolio — so a welder is legible to Works and Housing, and an epidemiologist to Health.
03 Projection
Your declared profile is scored against stated ministry need: experience, qualification, licensure, region, length of stay and compensation expectation. Every score shows its own reasoning, including what blocks it.
04 A reference number
You keep a reference number. Quote it on correspondence, including an immigration application if you choose — it tells a reviewer your skills are on record. It confers nothing by itself.
05 Ministry review
A desk officer at the relevant ministry sees your record alongside its own openings, with the matching reasoning laid out. They decide whether to take it forward. The engine advises; it never selects.
06 Verification
Before any posting, credentials are checked with the relevant Ghanaian regulator. A licence earned abroad generally requires conversion or recognition here. The registry flags this rather than glossing over it.
Where the need is
Fourteen clusters, twenty ministries
The registry's vocabulary is fixed, which is what makes it searchable. Free-text CVs cannot be queried across a government; a controlled list can.
Loading clusters…
Ministry portfolios are reorganised by each administration. The mapping shown here is illustrative and would be confirmed against the current structure before any live use.
What this asks of government
Three things, none of them a new agency
A nominated desk in each participating ministry
One named officer who can see their own ministry's slice of the registry and act on it. Without a human owner the data is inert.
A statement of need from each ministry
The projections are only as honest as the need behind them. Each ministry states what it is short of, where, and at what level of confidence — indicative, scoped, or budgeted. The registry shows that confidence level rather than hiding it.
A lawful basis before a single real record is taken
A live registry holds personal data on identifiable people, which engages the Data Protection Act. That means a registered data controller, a stated purpose, a retention period and a route for someone to see or withdraw their own record. This demonstration holds no real person's data, deliberately.
Put your trade on the record
Ten minutes. You can see what it would match you to before you finish.
